we've always had the right to make preemptive military attacks, we do not need to be struck first to retaliate. Saddam has used chemical weapons in the past and it is a well known fact that he and other middle eastern countries are attempting to obtain materials for a nuclear weapon. We can either do nothing and pay later, or act now.

Plus, it may be a good opportunity for india to bomb pakistan and get away with it while we're busy elsewhere.

A President cannot declare war. Since the introduction of the War Powers act a President can engage our military for up to ninety days without Congressional approval. Congress controls the purse strings and can cease to fund the engagement after ninety days. This happened to President Nixon. i think people tend to miss the point that the Oil for Food program and the sanctions in general, are a program implemented and overseen by the UN. Not the US. They provide for plenty of food, medication and money for Iraqs needs. It is Saddam Hussein who fucks this all up.

Saddam has made the choice to not allow weapons inspections, to shoot at coalition air patrols and to violate the 16 resolutions passed by the UN. That is why the sanctions have never been lifted and are supported by the world community and UN.

If the Iraqi people suffer, then you need to direct your anger at the root of the problem which is the policy of Saddam Hussein

As I recall the War Powers Act did not exist during Johnsons presidency. The congress passed the Tokin Gulf Resolution which gave President Johnson unlimited power to engage North Vietnam.
