Iraq is legally allowed to sell several billion dollars worth of oil each year to supply his people with medical supplies, food etc. He chooses to use the money for other puposes. He also sells several billions of dollars worth off oil that is through illegal means and the same applies for the use of that monies. It is not the fault of sanctions that his people suffer.
