As I recall the War Powers Act did not exist during Johnsons presidency. The congress passed the Tokin Gulf Resolution which gave President Johnson unlimited power to engage North Vietnam. If I recall correctly the War Powers Act was made law during President Fords presidency. I could be wrong, it has been awhile since I have researched any of this. I am sure that someone will correct me if I am.
