A new neighbor moved in behind my house. For years the house was empty. A wonderful vacation brought on by foreclosure. One of their kids is about 12 years old and is special needs. Not sure what his problem is, but he is basically your typical retarded kid. Only he also has one of those conditions where he doesn't like people touching him or even interacting with him.

His dad seems to be great with the kid and his brother too. His mom seems to be as much of a pain in his ass as he is in mine. They spend all day yelling at each other. When he goes outside he throws all of his brothers stuff over the wall into my yard. His mom will come out to yell at him and then they start yelling bloody murder at 2pm for the entire block to hear. WTF?

I tried mentioning that the kids life is miserable when the dad is gone to the dad. He just shrugged and said he doesn't know what else to do...

So now I am trying to work and this kid is outback screaming. The kind where you hear it and you instantly bound over the fence no matter how out of shape you are and offer assistance because someone is dying... Only he isn't dying... He is just special needs...

Too bad he isn't a dog. Because then I could call the pound and they would send someone out to write them tickets and eventually remove the dog if they didn't get it to shut the fuck up.

Haha... My brother in law once combated a neighbor with a barking dog by going out on his back balcony and barking back at the neighbors house when they got home from work. For two days they thought he was insane. Then they asked a neighbor on their street about the idiot barking on his balcony and the neighbor informed them it is, "probably because he is tired of your fucking dog barking all damn day while you are at work. We all are!"

After that the dog was kept inside...

Well... We are known for throwing some pretty large parties. It has always worked out because the neighbors on either side of my house have their living quarters on their opposite sides of their houses from me. So they don't hear anything with the TV on. Neighbors on adjacent corners didn't hear anything because they have massive trees, bushes, flowering plants that tower over our walls. That back house was always empty so nobody to complain.

We will see how they do on my next party.

This is exactly what I do. My neighbors have a dog they keep in their garage; In two years I've never seen the dog once but I hear it all day long. My office here backs up to their garage and also their bedrooms so any time the dog bothers me... I just crank it up.

Speak to her, in the nicest of ways, let's not forget, she's probably at the end of her tether, the child has probably been taking the toll on the relationship & her life. Not your fault, although, you could be the help of life her family & the child needs.

Maybe mention to bring in a home help????

Check with your city and police what laws they have regarding noise and nuisances. Approach the parents and invite them out for a coffee or drink somewhere away from their property and yours. Create a neutral environment where you can respectfully tell them the situation, offering some "what if's", and allowing them to also suggest a viable solution. Give them a couple days to get back to you.

Meanwhile document everything. Date, time,location, names of people you spoke with (city worker, police, parents). Consider recording the boy each time he is having one of his episodes. Again keeping good notes, date/time.

If the parents fail to follow up with you "as agreed", then write them a formal letter, sent certified/returned receipt, giving them "Notice" to correct the situation. Include a reasonable deadline. Be sure the mention that you sympathize wit their situation but ______. Let them know that should fail to do so, you will being calling the police, and will request the police/city to file Noise/Nuisance charges against them. As a good neighbor, you certainly would not want it to go so far.

There were a couple of idiots who lived in my condo complex (about 10 units with one shared parking lot) They had these 2 out of control Shelties, which are basically herding dogs that belong on a farm.

They barked at everything that moved. They barked in unison. The worst part was these morons kept their windows open all the time, so you had to be like a ninja on the way to your car, or you'd get caught in the middle of a bark explosion. If these dogs heard your hair growing they'd bark.

Of course, these assholes didn't react well to anyone telling them they need to keep their dogs quiet(impossible) or close the windows, which barely helped anyway.

When I saw a moving truck one morning, it made my whole day better.

As long as you communicate in terms of POSITIVE - REQUEST- POSITIVE - FACT - POSITIVE - CLOSE THE DEAL you will most like get some help.

True story, on December 1st of this year, the new neighbour that just moved in the apartment below us knocked on the door to introduce himself (At that point I am like WTF, never had a new neighbour introduce himself as far as I can remember) he tells me that he is a professional tuba player and that although he will insulate a bedroom, we may still hear him a little, I replied "Well, we have a 27 months toddler that loves to run and drop toys around."

I work at home during the day and a kid that is already screwed over in life is outside making too much noise, is i'm sure right on the top priority for any law officer.

Also i believe there are no noise by laws for during the day in a residential area.
Could you imagine the look on the cops face that got sent out there? When he looked over and saw that you put in a complaint about a kid who is fucked over for life already?

It sucks, as i have had kids screaming outside my window also in the summer months. So i understand, but this kid has you beat hands down.
