So now I am trying to work and this kid is outback screaming. The kind where you hear it and you instantly bound over the fence no matter how out of shape you are and offer assistance because someone is dying... Only he isn't dying... He is just special needs...

Too bad he isn't a dog. Because then I could call the pound and they would send someone out to write them tickets and eventually remove the dog if they didn't get it to shut the fuck up.

Check with your city and police what laws they have regarding noise and nuisances. Approach the parents and invite them out for a coffee or drink somewhere away from their property and yours. Create a neutral environment where you can respectfully tell them the situation, offering some "what if's", and allowing them to also suggest a viable solution. Give them a couple days to get back to you.

Meanwhile document everything. Date, time,location, names of people you spoke with (city worker, police, parents). Consider recording the boy each time he is having one of his episodes. Again keeping good notes, date/time.

If the parents fail to follow up with you "as agreed", then write them a formal letter, sent certified/returned receipt, giving them "Notice" to correct the situation. Include a reasonable deadline. Be sure the mention that you sympathize wit their situation but ______. Let them know that should fail to do so, you will being calling the police, and will request the police/city to file Noise/Nuisance charges against them. As a good neighbor, you certainly would not want it to go so far.

Laws pertaining to noise:

41.57 LAMC: Loud and Raucous Noise ▪ Every person who allows, causes, or permits; ▪ Loud noises from any sound making or amplifying device; ▪ On any private property, public street, of any other public place; ▪ In such a manner as to interfere with the peace and quiet of any person within or upon any of such places. Note: Need to consider hour, place, nature of noise, and any other circumstances.

116.01 LAMC: General Noise ▪ Willfully making or causing to be made or continued; ▪ Any loud, unnecessary, and unusual noise; ▪ Which disturbs the peace or quiet of any neighborhood or which causes discomfort or annoyance to any reasonable person of normal sensitiveness residing in the area. Note: In determining whether or not a noise violates this section, officers should consider the following factors: ▪ Level of the noise; ▪ Nature of the noise (usual or unusual ); ▪ Origin of the noise (natural or unnatural ); ▪ Level and intensity of any background noise; ▪ Proximity of the noise to sleeping facilities; ▪ Nature and zoning of the area; ▪ Density of inhabitation in the area; ▪ Time of day or night the noise occurs; ▪ Duration of the noise; ▪ Whether the noise is recurrent, intermittent, or constant.
