I'll let Chio respond to this one, as he's more in tune with the process, but he'd probably refer you to the Bliggo documentation, which suggests:

i did that the first day through the support system and it was easy to get done. but now they've kicked me out for posting about it on gfy and not liking my attitude and are going to refund me.

There are a lot of people in the closed beta as well as the launch beta pending approval. I looked over your support tickets and it appears we needed the order ID to identify why your order was still pending and didn't receive that from you as of yet.

I understand that you are anxious to see how it works but there are a lot of people in the queue which helps to distribute the ads in a natural fashion. There also could have been a problem with your ad. For instance linking from something that would never get triggered is something we look out for.

A lot of people are inputting multiple words to be linked, not sure if it's something they are trying to get around (one word or phrase) or they just aren't completely sure how phrase links work.

In any case your refund as per your request will be process today.

Dealing with this type of stuff for the discounted price of $100 isn't profitable, especially when we're ALREADY in a dialog in the support system and awaiting your reply.

as far as tickets being replied to, i said nothing about tickets, i asked what others had experienced so i'd know if it was similar or not.

at the time i posted this my ticket was waiting a response for two days, as it had received one response the day after i sent it in. so nowhere did i say i was not getting a response or bash anything.

its quite obvious at this point though that because i posted a question about things on gfy it became as issue for you, not chio. he im sure would have handled it in a more professional way as he did when i had a question the first day.
