I really don't think the majority of American's will get their instinct of self-preservative back until China surpasses them in terms of economic size and power. The new policy does not hold that anyone going into space is considered an enemy, it holds that the US reserves the right to prevent known enemies from going into space.

The problem with it is that it is very broad. "Hostile to US interests" could also refer to a nation that is a direct economic competitor of the US, or one that simply does not like current US policy (e.g. Venezuela).

What the US has said is that states which are hostile (such as Iran and North Korea for example) will not be allowed to use space. It's kind of like when the police won't allow paedophiles to lurk near playgrounds. It makes perfect sense.
