The US has not declared ownership of space. It has declared that it will control access to it, so that responsible states can use it and genocidally irresponsible ones cannot. There are over 40 countries with a presence in space at present.
What the US has said is that states which are hostile (such as Iran and North Korea for example) will not be allowed to use space. It's kind of like when the police won't allow paedophiles to lurk near playgrounds. It makes perfect sense.
Regarding your 'Iran nukes' statement, you haven't been paying attention. Do a search and you'll find a multitude of threads in which GFY's brightest talents
