i got this message from paypal. At start it wasn't sounding that strange but when i clicked on the link in the email i got this address http://64.62.161.128/paypal/login.html that i thought was strange.

Yes i got it and i filled out all the info they wanted, Credit card, Loan info, Business info, Social Security etc, They even faxed me from a nigerian phone number to thank me for updating the info in effort to counter act these for foreign hijacks

clearly it is a legitimate email

The best way to tell is
Paypal never spells things correctly.. the more misspelled words, the more authentic the email.

Also, Paypal will never direct you to paypal.com
The sites that have different names or just an IP number are the real sites.
In fact, Paypal.com is just a decoy site to fool people into giving up their personal information.

The scammer presumably spends much time to hack a server, make a fake site, send the phish email, etc ... and yet the scammer doesn't take an extra few seconds to run spell check.

I can't believe this is the first one you've gotten.
I've gotten many of those at nearly e-mail address I have. I also get them from banks I've never heard of.

It's called "phishing" and most financial institutions have addresses you can report it. Paypal's is [email protected] just forward the e-mail to them to help them combat it.

That's how I mentally filter those messages. I use a dedicated email address for paypal (which has never been listed anywhere), the scam emails always arrive addressed to other emails I have littered around the web.

Paypal DO occasionally email updates, but they'll never send an email requesting login details.

Probably the best advice for anyone that isn't smart about these sort of things.

Also like already mentioned Paypal will use your full name when contacting you.
