I can't believe this is the first one you've gotten.
I've gotten many of those at nearly e-mail address I have. I also get them from banks I've never heard of.
It's called "phishing" and most financial institutions have addresses you can report it. Paypal's is
[email protected] just forward the e-mail to them to help them combat it.
