This might have been the thing, but the sneaky pharaos built the pyramids while they were still alive; usually the first thing that they did once in power was to start building that final resting place. there were not always laws and when there were they couldn't always be enforced. I religious fear of God worked with out laws on most people.

It's an effective legal and moral framework that is so successful, it continues to thrive today and guides BILLIONS of people in their behavior. Actually the Pharaohs were considered the "equals" of gods. They still worshiped imaginary gods it's just the Pharaohs were the gods on Earth or gods among men.

As for the Bible it was very much written by the Jews. It's not called the "Hebrew Bible" (ie the old testament) for nothing. even if there were massive amounts of manpower from slave labor, the pyramids couldn't be built in that age without some serious smarts guiding the workforce. So it's highly possible the number of people working on it was fewer than previously thought.
