yes, you are right. the "fear of God", being judged by others etc "makes those laws work". It's an effective legal and moral framework that is so successful, it continues to thrive today and guides BILLIONS of people in their behavior. Ancient Egypt had a very good legal system and yet, religion worked much better as it requires no policing and people on the whole, act better with no oversight.
People love to say "religion is about control" but never define who was controlling who and why,... nor do they have any plausible story to explain that claim . Ancient Pharaohs did not create monotheistic religions as they themselves promoted themselves as Gods and had very different specific beliefs, all very different than the Jewish people. Nor is it ever explained how every culture everywhere throughout the history of man, has had religion and spirituality. I mean, thats quite a coincidence that every society ever had the exact same concept and idea of how to "control" the "masses"... from the worlds largest European and Middle Eastern cities to the tiniest inhabited Pacific islands.
