Dog owners
Can action be taken against you if you NEVER walk your dogs (if someone reports it) ?
I phoned our animal cruelty prevention society again to report neighbours who treat their dogs like shit. I've had the inspectors out before but not much happened. Even though the inspector admitted to me on the phone the dogs were in bad condition and in need of vet care. I think their hands are usually tied behind their backs though when it comes to taking a cruelty case to court since the judges usually do fuck all. There are 3 dogs in a small garden day and night are are never taken out of the garden for walks or anything like that. Whether it's Winter or Summer, they spend most their time in that garden, with nothing to do. When the owners do come home from work they simply walk past them and slam the door shut behind them. They obviously feed the dogs and give them water, but surely being a dog owner requires you to do much more than that. I don't intend on spending another Summer knowing there are 3 dogs stressed and neglected only yards away from where i would sit out the back with a beer... |

But surely they need some form of human contact? Activity? Routine?
To be in a tiny garden with nothing to do 24hrs in any weather surely isn't right ? I can't get my head around what enjoyment the owners get out of that if anything. Isn't it just costing you money on food etc? |

Have you offered to take the dogs for a walk? The owners are not going to, but they may allow you to do it. Might at least keep the little guys a little more quiet during the day.

You can't force people to walk their dogs; you can barely force them to feed and bathe their kids

I think you've answered your own question
"phoned our animal cruelty prevention society again to report neighbours who treat their dogs like shit. I've had the inspectors out before but not much happened." As someone mentioned offer to play/walk with the dogs when they are at work |

But...... The fact it's been me who called up the SSPCA on them a few times already, i think it would become clear it's me who has been reporting them. Not that i care to be honest, they deserve to be reported. I don't have a problem with them knowing i don't agree with what they are doing. But i figured they would shoot me down if i offered. And to be honest, wouldn't that just encourage their behaviour ? They are home from work each day around 4pm. They have plenty of time to do what an animal owner should. And weekends too. I won't rule it out though... |

How would it encourage their behavior anymore than their current state of being? They are not going to walk the dogs, period. Nothing you do can or will change that. Your options are the following: try to ignore, try to contribute.

I don't understand some dog owners. I have a dog, and I love my dog, but I am not all about dogs and don't spend time buying my dog treats and what not. I take my dog for a walk every day, but that's more for me than her. I do try to take her to the dog park every week.
I have two neighbors who have dogs, on either side of me, who never ever ever take their dog out. One keeps the dog in a catch and I've never seen it. The other has a pitbull that never comes out of the side yard. What's the point of having a dog if you never play with it or let it out?

I have two dogs and a 1/4 acre fenced in yard so for the most part my dogs run in the yard but I do take them out for a walk everyday. Well we don't go if it's raining. ;)
Unfortunately other people don't thing like you and I when it comes to their animals. I have a friend she keeps thos pee things in her hall and that's where her dogs go. I don't think it's right but hey that's what she want's to do and not much I can say. |

Very difficult thing for the SSPCA to prove.
I have a similar thing here, people own a lovely mastiff.. massive bastard who has never been off a chain since he was a puppy. He escaped when he was a puppy and I found him, took him home and kept him till the next day when the pound came to collect him.. Owner turned up later looking for him. told her he was in the pound, she got him back. Makes you wonder why... |

That is just terrible, my neighbors have a few dogs and one of them is stark raving mad and it's the owners kids fault. That dog has been run over, beaten, abused and lord knows what all... he chases every car that moves out here and he's been run over and a back leg broken and didn't even go to a vet then. The oldest son, who seems to be about 9-10 or so, he beats the poor things with sticks, bats, kicks the crap out of them and uses whatever he can find to hurt that dog. I've taken pics of it, called animal control and all of it, nothing is ever done. They have come and picked her up a few times and taken her in only for her to show back up out here within 48-72 hours. It's just scary and spooky how they treat those dogs and no one can do a damn thing about it.
HOWEVER, I had a sick horse I had separated from the herd because we didn't know at the time what was making her sick, so she was pulled and brought out in the yard so as not to make the rest ill - I was gone to get a shot from the vet's office while she was on her way from the other direction out here - in the meantime, the old bat across the road called animal control and they couldn't get out here fast enough and wanted and made me go thru 90 days of observation because I had a SICK horse and was getting her vet care. I just don't get how some can get by with things so terrible it's hard to watch while people that are trying to take care of their animals are labeled as cruel... it's just crazy. Some people shouldn't even have animals, kids or anything else.

I know of plenty of dogs in my neighborhood trapped in their house. My next door neighbor, who I know has a dog because I hear it barking all the time -- has never walked his dog as far as I know.
I take my boy on about 3 walks a day, and if I haven't seen your dog, that means you don't take him for a walk. I feel sorry for the dog, but there's nothing I can do about it. Some people shouldn't own dogs. But if the three dogs are running around in a yard, that's better than not having walks.

If it were me I'd go over and politely offer to take the dogs out a few times per week, show a little concern, who cares if they know it was you with the complaints. If they're any decent sort of people they'll feel ashamed and maybe try a little harder themselves. If they just get mad, they're irredeemable assholes and in that case fuck em.
I had some neighbors years ago who neglected their dog and left him out on a chain in subzero blizzards, etc. I gave them some shit about it and they did get a prefab doghouse and even took him for like two walks later that week! Never saw them try again, but baby steps man, baby steps... |

I don't like people who can't take care of a pet. It's a responsibility. don't have pets if you don't know how to treat them.

Hi. I think its an excellent idea to approach your neighbors and indirectly shame them by offering to walk the dogs yourself. If they fail to accept your offer or take the time to look after their own animals, you could consider the aggressive step of shaming them publically on the internet.
You would need to name them, or give out the address, or give out enough clues in the video or blog article that would lead neighbors in the community to know which family it is exactly. Just remember it could be very dangerous, because they may seek revenge on you. Sabrina

If the garden were a large enough area where the dogs had enough space to play, I would say it's not a big deal if the owners didn't take them on walks. However, it sounds like they don't really pay that much attention to the animals and don't spend any time with them. Do the dogs display any aggressive behavior? That's usually a result of owner neglect.
Here in Charlotte, North Carolina, where space is ample, I have a large fenced in area, and I have to admit that there are times when I have to let my two pooches out for maybe twenty minutes or so while I do other things instead of taking them on walks. They stay inside during the day, because it's safe and it gets very hot in the summer. That's a much better deal than what the German Shepard next door gets. He's tied up year round in the middle of a junk yard. Your four legged neighbors might not have the best life in the world, but unless they show physical signs of abuse and neglect, such as injuries, disease or malnutrition, it would probably be difficult to get the local authorities involved. I would follow the advice of some of the other people on this thread and try to befriend the neighbors, and their dogs, and offer to walk and spend time with them so they'll have a better quality of life. Peanut and Levi say: "WOOF!" ![]() |

Do the dogs have access to a shelter that will keep them out of wind/rain/direct sunlight?

Yeah, just go over and talk to them, be friendly & positive, offer to take the dogs out if they don't have the time. Even if they say it's none of your business it might bring the dogs' misery to their attention, and if you don't bring it up you'll probably regret it and it will just keep bothering you.
