I know of plenty of dogs in my neighborhood trapped in their house. My next door neighbor, who I know has a dog because I hear it barking all the time -- has never walked his dog as far as I know.
I take my boy on about 3 walks a day, and if I haven't seen your dog, that means you don't take him for a walk. I feel sorry for the dog, but there's nothing I can do about it. Some people shouldn't own dogs.
But if the three dogs are running around in a yard, that's better than not having walks.
