I hear where you are coming from, my dog looks at me sometimes like he is so bored I should just shoot him and put him out of his misery or put on a clown outfit and run around with him with colorful toys so he will be happy.

I don't get people who get dogs then ignore them but am unsure whether that certainly means cruelty.
I think in this case, if the dogs look abused to you, then you need to do whatever you feel is needed.
