"Series of tubes" is an analogy used by United States Senator Ted Stevens (R-Alaska) to describe the Internet in the context of network neutrality.

A few years back the US Senate was having a hearing about SPAM. What they were saying proved that they had no clue of how the Internet works. Seems nothing has changed since then.
