Thats an old idea and at one time had some validity but the situation these days often sees multiple cars coming from all four directions, meaning everyone is the car to the right

In Niagara Falls, all tourists go the same time at a 4-way stop. Hence the large number of posted signs reading "Caution - High Collision Intersection!"

In outlying towns, right-of-way seems determined by nationality. Transplanted Quebecers always feel they have the right to go first, no matter when they arrived. Newfies bring a wildcard to the intersection and go whenever they feel like it.

Technically though it would go as follows.

Emergency vehicle
Pedestrian
Then whichever vehicle comes to a stop at the edge of the intersection first, taking turns in the order you got there, however if two or more get there at the same time you are supposed to go in a clockwise order with the person to your right going first.

Just please do not ask what happens when all four get to the intersection at the same time. Technically it is not covered so alas I would divert the right away to the car that is most likely uninsured.

And I am assuming there are no train track crossings, or school buses stoped with red lights flashing.

So if all four are filled, it goes to the person that will take the least amount of time to make their way through the intersection. So the person going straight or making a right turn. This same rule applies to only two coming together simultaneously head on. If their is an interference between the two drivers destination, it goes to the person that will "get out of the way" faster.
