lawfully... considering you all arrive simultaneously, its the person to the right. So if all four are filled, it goes to the person that will take the least amount of time to make their way through the intersection. So the person going straight or making a right turn. This same rule applies to only two coming together simultaneously head on. If their is an interference between the two drivers destination, it goes to the person that will "get out of the way" faster.
