I just skimmed the article, but I'm assuming that most of the people there were of low income. Which means that the majority of these black people would not be able to develop the land. The black guys with money would need to develop the land. Set up nice apartments, nice business buildings, and nice homes that these low income black people still can't afford. So sure, the black guys with money will do great with the land, the black guys without money will be back at square one, bitching about someone else.

Money is a tool. If you are not trained to use this tool properly, you'll fuck up your life as well as the lives of others. Most poor people do not know how to use the tool. So why give it to them? Handouts suck and they barely ever work. Give a kid a free ride to college and I can almost guarantee you that they won't have the same level of success that the kid working two jobs to pay for college will have.

Reparations for slavery. If it were only that simple. Slavery was a very complicated historical experience. Unlike the neat and emotionally touching portrayal of slavery in books and TV series like "Roots" the real history of slavery cannot be looked at objectively as pure evil for African slaves.
