All that says is that it is the affiliate's responsibility to ensure they are not violating any laws. Do you think any US affiliate program is going to take the time to check and see if a non-US affiliate is actually keeping the correct 2257 documents?

Non-US affiliates could just put up some bullshit 2257 notice on their sites because they know neither the US government or the people that run the affiliate programs are ever going to get on a plane and fly to their country to check and see if they are actually keeping any 2257 documents at all.

To answer your first question...yes I think they will or start tightening down on who they will allow to promote their programs leaving the doors open only to those with reputable references.

Now as far as putting up bullshit 2257 notices if there is ever the need to question the veracity of a notice in the end it will be the US based sponsor who will have to deal with the headache even tho' it may not even be his content....so...with that in mind. Wouldn't you want to work closely with sponsors that you make good money from and ensure that your relationship continues without any issues arising?

Or would you rather that sponsor be forced into a corner where they only accept US based webmasters, those who can be forced to comply with the new regs?

I don't think it will be an issue of Feds seizing anything, however I think it will be an issue of companies not wanting to worry about dealing with problem webmasters who could very well jeopardize their livelihood...so...terminate their accounts.
