You don't have the physical card? Withdraw once per day for 7 days (less if you have a higher limit) and you'll have your $3000+ cash. That's assuming the wire would be going to you, of course...

I am in Canada, I will lose money on every transaction, and then even more when I retransfer it to US to put in my bank and then send the american wire

They just dont freeze it. They send you an internal email advising you that they need additional documentation (they provide a list of what you can use). They give you x amount of days to take care of it (I don't recall the exact time frame but at least a week).

Its pretty painless. I scanned the docs and emailed them a jpg of the scan. My account never ceased to work during the process.

It won't be easy to find that someone, as both PayPal and epassporte can be charged back.
