double optin does not need to be CAN spam compliant as far as I know. As long as you have a valid remove link you're fine. (but I am in no means an expert)

What do you mean is it exempt? It still has to comply with all the rules set up, ie: a way to opt-out, a time/date/IP stamp of when they opted in, etc

IF they are true optin/double optin then you shouldnt have to worry about being compliant. But just to be on the safe side id comply incase you do have a few nasties hidden in the list.
