This sucks dude, it happened to me once with a mobile phone, didn't send for 6 weeks, then I stated I would pay him a visit the item was there within 3 days..

You're right I keep going away from the thread to do something else and I forgot that the agreement was the other way around. I really doesn't matter which way around the contract was and who the buyer/ seller was.

FYI I have worked in credit control and finance for quite a long time and used to deal with persuing people for simolar things on a daily basis.

I am aware that it has nothing to do with finance, but it still isn't fraud.

If you work for Visa, you will know the length of time that you are eligable for chargebacks for? and don't give me the US/UK bullshit because it's Visa international rules and they are standard. You can't look it up anywhere because they don't publish it.

It depends on the type of chargeback you're doing. There are multiple different types of chargebacks (unrecognized charge, recurring charge, merchandise not received, credit not received, merchandise not as described, etc). typically, the time limit is 120 days and the merchant has 45 days to respond. in some cases, there's a 180 day limit.

i don't deal with chargebacks however, i deal with visa branch/customer support.

if you doubt my employment, i'll extend to you the same challenge i extend to everyone else. i'll give you my full name, the 1-800 # to contact me, my personal extension and my working hours and you can feel free to contact me.

i'm on a leave of absence until March 9th, however you can feel free to contact one of my co-workers who will gladly confirm i am indeed a visa employee and i am indeed on leave of absence.

and do not mistake my silence for ignorance. as unlikely as it may seem, i do have a life outside gfy.

I believe you work for visa now. It will be interesting to find out what the local police say about it. I'm pretty sure they would only get involved if there was reason to believe fraud was involved or the person needed tracking down etc.

As he has the address already I think they will tell him to take legal advise. Hopefully we will find out....

Like I've said, I've been caught in his exact same situation many times, and the cops have been very helpful.

here's what to do, call paypal and they'll put a freeze on the sellers account and then they have 5-7days to present a valid tracking number for the product if they don't then paypal will refund your money back from them. since they have access to that person CC and Checking account. I've done this to a few times already and have received the product or refund.

you have to do this within 30days though. don't listen to the people on here giving bad advice. let paypal dispute is for you they can get the money back faster without causing yourself more headaches and problems.

For reference, in case this happens again to any of you...

eBay pretty much has a non-existant privacy policy, if you scam someone on eBay, all you need to do ask ask your local police department to send a fax to eBay asking for information on the party that scammed you.

"One fax to eBay from a lawman - police investigator, NSA, FBI or CIA employee, National Park ranger - and eBay sends back the user's full name, email address, home address, mailing address, home telephone number, name of company where seller is employed and user nickname. What's more, eBay will send the history of items they have browsed, feedbacks received, bids they have made, prices they have paid, and even messages sent in the site's various discussion groups."

All of this without a subpoena.

Btw... he STILL never actually RESPONDED or appologized for the delay or lack of (any) communication.

After sending him the email above, he just entered my email address online when creasting the UPS pick up request & it kicks out an email to me.
