All those laws just can not be enforced. Come to Moscow (course if you have enough money) and I show you the places when you can get just everything and it will be absolutely "legal"

Here you can't do it too (according to the law) but in fact, nobody was ever sued for providing such a service w/o a license and for avoiding the taxes. This applies to every nonsense law here. It just won't work and will never been enforced. Especially if we are talking about the Internet.
