2) This law just can not be enforced technically.

Man, you will be shocked but everything is available here :) All those laws just can not be enforced. Come to Moscow (course if you have enough money) and I show you the places when you can get just everything and it will be absolutely "legal" :) When asshole Putin became to the power, we've got 1001 of restricting laws, none of those does work. E.g. in the USA you can't provide a taxi service w/o a license. Here you can't do it too (according to the law) but in fact, nobody was ever sued for providing such a service w/o a license and for avoiding the taxes. This applies to every nonsense law here. It just won't work and will never been enforced. Especially if we are talking about the Internet.
