All those laws just can not be enforced. Come to Moscow (course if you have enough money) and I show you the places when you can get just everything and it will be absolutely "legal"
When asshole Putin became to the power, we've got 1001 of restricting laws, none of those does work. E.g. in the USA you can't provide a taxi service w/o a license. Here you can't do it too (according to the law) but in fact, nobody was ever sued for providing such a service w/o a license and for avoiding the taxes. This applies to every nonsense law here. It just won't work and will never been enforced. Especially if we are talking about the Internet.
Putin may suck my balls, but he will not be able to enforce something which is just out of his control.
