Other processors charge about the same starting rate of about 14.5%, but all offer discounts too. Have you asked any about qualifying for a discount? If you have steady sales and good history with little or no fraud, your sales rep could just be talked into giving you a reducing on your transaction fees and even reduce the time limit on the holdbacks.

It's a completely different product. 2. He's an affiliate and there are some extra conditions involved in tracking to make sure he gets credit for the sales he sends. It's entirely possible that an issue can affect affiliates and not others.
