Unfortunately, there is corruption, let's say you get a traffic tkt, you offer the cop some $ and he " forgets about it ". Regarding violence, etc, I don't think there is more violence than in any other big city, personally I never had any problems. One just has to be careful and not naive regarding money, scams, etc.
