Unfortunately, there is corruption, let's say you get a traffic tkt, you offer the cop some $ and he " forgets about it ". Regarding violence, etc, I don't think there is more violence than in any other big city, personally I never had any problems. One just has to be careful and not naive regarding money, scams, etc.
The biggest guys that have been extradited were nazis hiding in the country, never heard of anybody else.
