That depends on what are you going to do. When I started(1999 I think), I made one free site, submited it to yahoo, altavista & so, and after month I started collecting signups. This site made me about $1500 in next year, but time has changed since these times.
Back to the topic. Are you talking about freesite, paysite, TGP, AVS or what? How do you want to promote it(SE,TGP,AVS,freesites,sponsor program...)? Without these facts it's impossible to answer your question.
