Seriously.... it's not hard to do. I've administered boards before. Just make a forum and make it invisible to all but the qualified. No one else even knows it exists. Hand qualify the few that meet the criteria.

The 10K posters club may hold a vote to ascend a poster to the 10k Poster club. Thus senior's have the ability to vote in people.
And of course vote them out.
