The President of Iran has publically stated that they will not rest until they destroy Isreal. I see no reason why a preemptive strike with tactical nukes to teach them a lesson isn't both valid and legal.

In fact, I believe Congress approved a document called NS 2002 which partially states.....

"Given the goals of rogue states and terrorists, the United States can no longer rely on a reactive posture..... The inablity ti deter a potential attacker, the immedicay of today's threats, and the magnitude of potential harm that could be caused by our adversaries' choice of weapons, do not permit that option. Perhaps we should. It would start teaching people a lesson. I'm guessing the terrorists would find it most difficult to operate when they have radiation sickness. At the very least it would make watching the news on TV much more interesting.
