I've seen something like that before. I had about 50 sites on a box all working fine and one site just stoped responding. Didn't even notice for about 3 days. The techs said something about the apache process serving that particular site was hung. They restarted the server and it came back as normal.

from it's nameservers? Or are the domain's nameservers
down/unreachable?

This explains why some areas CAN reach the site
since their DNSes didnt update/sync yet..
