You have some serious DNS issues i think.
Was your A record for
www.HotLocalEscorts.com removed
from it's nameservers? Or are the domain's nameservers
down/unreachable?
This explains why some areas CAN reach the site
since their DNSes didnt update/sync yet..
From my US machine i cant resolve the ip but it's doing
fine local.
