I've seen something like that before. I had about 50 sites on a box all working fine and one site just stoped responding. Didn't even notice for about 3 days. The techs said something about the apache process serving that particular site was hung. They restarted the server and it came back as normal.

down/unreachable?

This explains why some areas CAN reach the site
