Is there a way to send a PayPal transfer without having the sender having the possibility to chargeback?

If the sender use funds from his balance and/or bank account, then chargebacks are near impossible unless Paypal themselves reverse the transaction .

Is it easy to make PayPal reverse the transaction? For example if the sender makes up some bullshit about being scammed and perhaps photoshops some evidence?

Paypal explains the process on their site...
They open an inquiry, requests documents from both parties and study them for about 30 days. Then they render a decision ...
If goods are involved, they will require that the goods be returned with a trackable service.

I had bought cheap hosting from some bastards. Ran away within a week. Guess what? I never got my money back due to above reason
