Actually, every single bill I listed there was done during a Republican Congress and Republican Presidency. The President, a Republican, signed all of those bills except one (which his Republican members of Congress overturned his veto).

The members of the Federal Reserve are appointed by the President of the United States. President Bush and Treasury Secretary Paulson signed off on the bailout of Bear Stearns and praised the Fed's decision. They are the ones with control over the Federal Reserve.

He would take fiscal conservative votes away from Republicans, not Democrats. Republicans were the ones that used to tout small government, personal freedoms, etc. They don't do that anymore and there will be some old school Republicans who will vote for Barr instead.

If Democrats were smart, they'd be raising money for Barr right now too.
