This is one of my mysql servers in a load balancing setup, keep in mind this is saturday and in the peak hours during the week the queries per second goes over 3500, load aberage is about 1-2 max

You're kidding, right? As the demands on my mysql server change, I change my my.cnf file to suit my needs. For those changes to take effect, mysql must be restarted. The restart just takes a few seconds and doesn't affect the traffic at all.

I'd be much more concerned with any host who is willing to just set up mysql and never tweak it again regardless of the servers workload.

not true, you can change almost all the variables from the mysql command line on-the-fly.

SET GLOBAL [varname]=[value]

then edit your my.cnf so it will remain next time the server is restarted.
