You're kidding, right? As the demands on my mysql server change, I change my my.cnf file to suit my needs. For those changes to take effect, mysql must be restarted. The restart just takes a few seconds and doesn't affect the traffic at all.
I'd be much more concerned with any host who is willing to just set up mysql and never tweak it again regardless of the servers workload.
