Im super under weight. My goal right now is to put on 25lbs this year and hopefully another 10 by next year at least.

I think I'd go with 25lbs overweight. I was just a little surprised after seeing someone look so sick (diseased not disgusting) after losing weight. I guess it's probably unhealthy either way.

25 is too big a number to be under for most people (for me, that would suggest I would be 140 pounds or so... if I did that I would be about the same build as Nicole Richie). 25 over is pretty easy for most guys, as we can get away with it more than girls can - I spent much of my life 20 - 25 over (but not anymore).

Under I think would be much less healthy.

25 pounds underweight is way more unhealthy than 25 pounds overweight. For me, I think I'd be about 75-80 pounds (5' 4" female) if I chose the underweight option which is just deathly ill in my mind - 25 pounds over is just a bit chubby.
