Ok lets hypothetically say someone was to start a program. Mostly want to hear from those currently running programs. What billing company would you choose? Who is the easiest to get started with and integrate? Who has the lowest startup costs?

Start up costs : zero. On the contary, we factor payment, and pay you long before we can paid by the telcos - bi-weekly by check, wire, or epassporte.

I love CCBill. I've also got two accounts with Visa fees paid. One could hypothetically be available for sale if they're transferrable.

My recommendation is choose two billing companies and cascade your transactions.

Epoch offers a hosted version of MPA3 at no cost to clients who use Epoch as their primary processor.

Actually, this depends more on your site that the IPSP. Whomever you choose is going to do whatever they can to make sure your site passes Visa compliance the first time so working with the billinb companies compliance department is key.
