My recommendation is choose two billing companies and cascade your transactions.

Epoch offers a hosted version of MPA3 at no cost to clients who use Epoch as their primary processor.

Actually, this depends more on your site that the IPSP. Whomever you choose is going to do whatever they can to make sure your site passes Visa compliance the first time so working with the billinb companies compliance department is key. As for integration, Epoch can make that as easy or as sophisticated as you like. Your choice.

For U.S. IPSP's, the start up costs should be the same. Free. That is no set up from the billing company. You will have to pay a first year registration fee of $750 if you want to accept Visa (and a $375 annual recurring fee thereafter).
