It looks more like him than any double.
His lower teeth look crooked in this old photo, his nose and eyebrow shape match up.  Another reason why I find this hard to believe, is the persistent defiance he showed in court. And also, Rumsfield tried to use his impending death sentence as a negotiating tool with bathe party hardliners. Rumsfeld and US intelligence would know that negotiations would'nt be taken seriously unless the other side knew for a fact that the real Saddam was threatened.
