ok just wondering if you can use .tv and .eu domains to make any kind of website

Sure you can, why not? There are no restrictions as to content with either .tv or .eu.
.tv actually started as a ccTLD for the small island nation of Tuvalu, but is now a domain hack abbreviation for the word television. A significant percentage of websites with .tv URLs are pornographic or otherwise sexually explicit. ..as for .eu, there are no content restrictions either. |

From what I understand, both .TV and .EU domains can be used for whatever you like.
