Sure you can, why not? There are no restrictions as to content with either .tv or .eu.

A significant percentage of websites with .tv URLs are pornographic or otherwise sexually explicit.

..as for .eu, there are no content restrictions either.

From what I understand, both .TV and .EU domains can be used for whatever you like.
