good weed requires fresh bulbs, these cost electricity. You cant do it with less power , its like afridge , you cant give it HALF power it requires a certain amount to operate, the operating costs of electricity rquired for a HPS or metal halide bulbs along with the bulb costs ALONE , go above $100 per pound , and thats just the bulbs and electricity.. now factor in all the other equipment needed and theres no possible way anyone can even PRODUCE indoor weed for cheaper than $500 per pound. impossible..

I assisted a great deal with the passing of prop 215 in California. I was also one of the very first to open up a "co-op club", specially anywhere out of the bay area (Oakland/SF). I was present at more than one raid at Dennis's establishment (SF). I also had my club shut down and was brought up on charges. I even had the lovely documents stating The United States of America Vs. Me, conspiracy to distribute and produce; Minimum sentence 10 years, maximum sentence life. So alas I have the "background & knowledge".

For me it was all about costs. The patients could not afford "street" prices, hell even SF and Oakland prices were absurd. Working with assorted professionals, large indoor spaces, and obtaining proper genetic strains. We cut our costs from 600.00 a pound to roughly ten percent of that.

Everything was indoor hydro, MH/HPS bulbs, track systems, Mylar sheeting, climate controlled, Co2, oxygenated water, commercial power rates, and so on. Ok without totally explaining in public on how to do this I will answer a few parts of what you said. Though you are not explaining how many plants that each bulb covers.
Part 1. You do not need 2 months of the grow cycle, this can be cut down to a couple of weeks. Seriously you can go from clone to budding cycle with little growth. This also allows a great deal more plants per square foot.
Part 2. Yes 28 to 30 days for budding, 12 hours per day.
Part 3. 4 bulbs making 1 pound per bulb?

Numbers.
Average bulb life - Four months (flowering) Six months (grow)
Flower time - 28 to 30 days, 12 hour cycles.
Grow time - 14 days, 24 hours on.
Electricity rates - Commercial @ $0.0341 per kWh, state .0001 kWh, fed .00125 kWh. $.03545 per kWh total.
Bulb Cost - Bulk wholesale purchases only under a NPO organization. 1500W 21.00 mh, 19.00 1000w hps.
Yields - average 244 grams per square foot.
