This picture was apparently taken from a digital picture in an effects mode but cant find out how to get my pictures to come out like this picture...

Photoshop with a couple sharpen / blur plugins is my guess... and pencil cutout or whatever that is to make the black lines.

Maybe the guy used multiple layers too ...

Hey dude, I'll tackle this one tomorrow. I know how it's done but I am about to go to bed and don't have the patience to try and remember right now lol. From the looks of the sample you posted, it looks like to me whoever did it probably did something like what I linked to above, and then "cleaned up" some of the noise in the outline layers with the eraser tool and added in outlines where they weren't connected with a drop shadow brush (In the brushes pallete dropdown menu select drop shadow brushes). You kind of have to fuck around with it to get the look you want but I think this link plus a few of the ones posted above should get you on the right track.
