Photoshop with a couple sharpen / blur plugins is my guess... and pencil cutout or whatever that is to make the black lines.
Maybe the guy used multiple layers too ...

If I remember correctly, it's just a couple filters run on duplicate layers and shit.

In photoshop, go to effects, hit poster edges, adjust to your liking.

From the looks of the sample you posted, it looks like to me whoever did it probably did something like what I linked to above, and then "cleaned up" some of the noise in the outline layers with the eraser tool and added in outlines where they weren't connected with a drop shadow brush (In the brushes pallete dropdown menu select drop shadow brushes). You kind of have to fuck around with it to get the look you want but I think this link plus a few of the ones posted above should get you on the right track.
