im pretty sure they base it volume. and i dont think talking to someone who knows someone who works there is really going to help out much.

Nope I dont think that they do. And if you are one of the little guys with them, you will still get the great customer service and processing, and everything that you would expect. But the only way to get more, is to live in the area, or go to all the parties that they throw, that you helped pay for.
