If I pay off the credit card bill, every month on time, will i still get raises in credit score, or do i need to carry a balance and pay interest for them to report credit to the bureaus?

Pay it off each month then you get higher credit score.

credit scores are affected at 25 50 75% marks

on unsecured its against the credit limit
on secured its against the value of the loan

i have an unsecured, and i went out tonight and im $20 from my $10,000 limit, so Im assuming im past my 75% mark and if I just keep paying off interest on it, my credit should raise pretty well?

How long on average would it take to reach a credit score of 7, with no late payments ever.
